چكيده فارسي :
امروزه يكي از مهمترين دل مشغولي ها و مسائل فراروي كشورهاي درحال توسعه، برقراري عدالت فضايي-اجتماعي، توسعه و يافتن راهكارهاي سازنده براي دستيابي به اين مهم است. سازماندهي سياسي فضا اگر مهمترين موضوع دولت هاي مدرن نباشد بدون ترديد يكي از حساس‌ترين و مهم ترين موضوعات مي‌باشد كه عوامل سياسي، اجتماعي، تاريخ و فرهنگ يك جامعه را به كمك مي‌طلبد. سازماندهي سياسي فضا تقسيم بندي يك پهنه سرزميني براساس عوامل و محدوده هاي همگن اجتماعي، محيطي، اقتصادي، سياسي و اداري به منظور اداره و مديريت بهينه سرزمين و بهره برداري مطلوب و منطقي از منابع در راستاي برقراري توسعه‌پايدار و به منظور ايفاي نقش سياسي مي‌باشد. در ايران در سال 1355 بنا به پيشنهاد وزير كشور، هيئت وزيران تصويب كرد كه نام استان ساحلي، بنادر، جزاير خليج‌فارس و درياي عمان به استان هرمزگان تغيير يابد. اين استان از ديرباز به عنوان دروازه دريايي خاورميانه شناخته شده و در حال حاضر شهر بندرعباس به عنوان بزرگترين بندر حوضه درياي خليج فارس از اهميت بسيار زيادي در ملاحظات سياسي و اقتصادي منطقه برخوردار است. هدف اصلي در اين مقاله، تحليل جايگاه عدالت فضايي استان هرمزگان بر اساس شاخص هاي سازماندهي سياسي فضا (زيرساختها و زيربنايي، فقر، سلسه مراتب سكونتگاهي، محيط زيست) در مقايسه با ديگر استان هاي كشور مي باشد كه با روش كيفي و ماهيت توصيفي- تحليلي و با استفاده از منابع كتابخانه اي، سايت هاي اينترنتي با رويكرد به نظريه نظام سلسله مراتبي سكونتگاهها انجام گرفته است. نتايج يافته ها نشان مي دهند كه استان هرمزگان از نظر برقراري عدالت فضايي و سطح توسعه يافتگي در جايگاه مناسب قرار ندارد و شاخص‌هاي سازماندهي سياسي فضا در اين استان به درستي مديريت نشده اند.

Today, one of the most important concerns and issues facing developing countries is the establishment of spatial-social justice, development and finding constructive solutions to achieve this important. The political organization of space, if not the most important issue of modern governments, is undoubtedly one of the most sensitive and important issues that seek the help of political, social, history and culture factors of a society.The choice of a system of national divisions consisting of subdivisions and the division of administrative functions is not something that is simply related to administrative interests. In Iran, in 1976, at the suggestion of the Minister of Interior, the Cabinet approved the change of the name of the coastal province, ports, the Persian Gulf islands and the Sea of Oman to Hormozgan province. This province has long been known as the gateway to the Middle East, and now the city of Bandar Abbas, as the largest port on the Persian Gulf, is of great importance in the political and economic considerations of the region. The main purpose of this article is to analyze the position of spatial justice in Hormozgan province based on the indicators of political organization of space (infrastructure and infrastructure, poverty, residential hierarchy, environment) in comparison with other provinces of the country. With qualitative method and descriptive-analytical nature and using library resources, Internet sites have been done with an approach to the theory of hierarchical system of settlements. The results show that Hormozgan province is not in a good position in terms of establishing spatial justice and level of development and the indicators of political organization of space in this province are not properly managed.
