بررسي رابطۀ ارائۀ خدمات فرهنگي شهرداري منطقۀ 8 تهران با ارتقاء سطح آگاهي از حقوق شهروندي

Investigating the relationship between providing cultural services of Tehran Municipality, District 8, and raising the level of awareness of citizenship rights

مقدمه و هدف پژوهش: مفهوم حقوق شهروندي عمدتاً يكي از ضروريات جامعۀ بشريت است و تمام حكومت‌ها سعي در رعايت آن دارند. يكي از مهم‌ترين مواردي كه يك كشور را از نظر شهروندان، مطلوب معرفي مي‌نمايد عبارت است از خدمات فرهنگي. در اين راستا ارائۀ خدمات فرهنگي، يكي از روش ­هاي افزايش آگاهي شهروندان از حقوق شهروندي خويش مي­ باشد. پژوهش حاضر با هدف شناسايي رابطۀ ارائۀ خدمات فرهنگي شهرداري منطقۀ 8 تهران بر ارتقاء سطح آگاهي شهروندان از حقوق شهروندي صورت گرفت. روش پژوهش: پژوهش حاضر به­ لحاظ هدف به ­صورت كاربردي و از نظر جمع‌آوري اطلاعات به­ صورت ميداني و پيمايشي است. جامعۀ آماري متشكل از كليۀ شهروندان و كاركنان شهرداري منطقۀ 8 تهران فعال در بخش خدمات فرهنگي مي ­باشد. در اين پژوهش از روش نمونه‌گيري تصادفي­ طبقه‌اي استفاده گرديد. معيار انتخاب افراد عبارت است از مراجعان شهرداري براي دريافت خدمات فرهنگي و تماس با افرادي كه از خدمات فرهنگي شهرداري در طي 2 سال اخير استفاده كرده­ اند؛ لذا حجم نمونه براساس جدول مورگان و كرجسي تعداد 388 در نظر گرفته شد. جهت جمع‌آوري اطلاعات مورد نياز از 2 پرسشنامۀ استاندارد و محقق­ ساخته استفاده شد. همچنين براي تعيين اعتبار سؤالات از نظر متخصصان و خبرگان و به­ جهت اطمينان از روايي پرسشنامه از تحليل عاملي­ تأييدي استفاده گرديد. روايي پرسشنامۀ آگاهي از حقوق شهروندي پيش‌تر در پژوهش نيازي و همكاران (1398) مورد تائيد و روايي پرسشنامۀ محقق­ ساخته نيز جهت استفاده از خدمات فرهنگي شهرداري منطقۀ 8 تهران به ­تائيد استادراهنماومشاوره رسيد.در اين پژوهش از 2 روش آزمون‌هاي آماري توصيفي و استنباطي به‌وسيلۀ نرم‌افزار SPSS استفاده ‌گرديد. يافته‌ها: براي ارزيابي وضعيت كلي متغيرهاي پژوهش از نظر جامعۀ آماري، از آزمون تك­ نمونه‌اي t با محاسبۀ ميانگين فرضي استفاده شد كه نشان داد با اطمينان 99 درصد و سطح خطاي كوچكتر از 0/001، تفاوت آمار معنا‌داري (0/000) وجود دارد. همچنين ميانگين جامعۀ آماري از ميانگين مفروض (3) با اختلاف بالاتر مي ­باشد. نتيجه گيري: نتايج پژوهش نشان دادند كه وضعيت خدمات فرهنگي شهرداري در منطقۀ 8 تهران در سطح بالاتر از متوسط و وضعيت آگاهي شهروندان از حقوق شهروندي در شهرداري منطقۀ 8 تهران در سطح متوسط قرار دارد. همچنين ارائۀ خدمات فرهنگي شهرداري منطقۀ 8 تهران با ارتقاء سطح آگاهي از حقوق شهروندي رابطه دارد.

The concept of civil rights is necessity of human society and all governments strive to comply with it. One of the most important things that make a country desirable to its citizens is cultural services. In this regard, providing cultural services is one of the ways to increase citizens' awareness of their citizenship rights. The aim of the present study was to identify the relationship between the provision of cultural services of Tehran District 8 Municipality on raising the level of citizens' awareness of citizenship rights, which in terms of purpose is applied and in terms of information collection is field and survey. The statistical population consists of all citizens and employees of the municipality of District 8 of Tehran active in the cultural services sector. In this study, stratified random sampling method was used. Therefore, the sample size was 388 based on Morgan and Krejcie table. Two standard and researcher-made questionnaires were used to collect the required information. Two methods of descriptive and inferential statistical tests are used by SPSS software. To evaluate the overall status of the research variables from a statistically comprehensive point of view, t-sample test with hypothetical mean is used which showed that there is a significant difference (0.000) with 99% confidence and error level less than 0.001. With the difference of the statistical comprehensive mean is higher than the assumed mean (3). Finally, the results showed that the situation of municipal cultural services in District 8 of Tehran is above average and the situation of citizens' awareness of citizenship rights in the municipality of District 8 of Tehran is at an average level. Also, providing cultural services to Tehran Municipality, District 8, is related to raising the level of awareness of citizenship rights.
