امروزه فرآيند عمومي سياست‌گذاري امنيتي، يكي از موضوعاتي است كه در تمامي كشورها، همزاد با سياست و آيين كشورداري بوده و از اهميت ويژه‌اي برخوردار است و بسياري از كشورهاي دنيا، اهميت تعيين اين فرآيند را به‌خوبي درك كرده و با فراهم آوردن شرايط مناسب، جايگاه ويژه‌اي را براي سياست‌گذاري‌هاي امنيتي تدارك ديده‌اند. اما طرح مسأله امنيتي به‌سادگي امكان‌پذير نيست، بلكه اين امر مستلزم توجه به مباني و اركان تحليلي امنيت در هر سيستم مي‌باشد. بدين‌منظور و با عنايت به لزوم مساله‌شناسي در سياست گذاري امنيتي، پژوهش حاضر با هدف ارائه نظريه بومي مساله‌شناسي در سياست گذاري امنيتي مبتني ‌بر منظومه فكري رهبر معظم انقلاب اسلامي به رشته تحرير درآمده و از بيانات، نامه‌ها، احكام و فرامين رهبري در جهت راهيابي به الگوي مساله‌شناسي در سياست گذاري امنيتي كه مرجع فكري اين موضوع هستند استفاده گرديده است. در اين راستا، بيانات معظم‌له در حوزه موضوع تحقيق به روش تمام‌شمار مطالعه و با 20 نفر از نخبگان و صاحب‌نظران موضوع تحقيق مصاحبه گرديد. متن‌هاي مكتوب موجود و مصاحبه‌هاي صورت‌گرفته پس از تحليل با روش استقرايي در كنار يكديگر قرار گرفته است.

In this regard, His Holiness's statements in the field of research were studied by numerical method and 20 elites and experts were interviewed. The available written texts and the interviews conducted after the analysis have been put together by inductive method
