تاثير تعارضات هويتي در تشديد منازعات سياسي: مطالعه موردي بحران قره باغ

The Impact of Identity Conflicts on the Intensification of Political Conflicts: A Case Study, The Nagorno-Karabakh Crisis

در مناطقي كه داراي تنوع در هويت‌هاي مذهبي، قومي، فرهنگي، زباني و تاريخي هستند، مسئله تساهل، مدارا و پذيرش در يك چارچوب كلان كه به همبستگي و همسويي در حل بحران هاي درون منطقه­اي جهت ايجاد و حفظ امنيت پايدار بيانجامد، ضروري است. پژوهش حاضر با تاكيد بر تفاوت­ها و تعارضات هويتي در تشديد بحران­هاي سياسي منطقه ­اي، بحران قره باغ را مورد بررسي قرار داده است. اختلافات ارضي ميان ارمنستان و آذربايجان از 1991 و تنش­ هاي خشونت­ آميز ميان دو كشور در 2020 و ورود كشورهايي مانند تركيه و روسيه به اين اختلاف كه به پيچيدگي بيشتر اين بحران افزوده است دستيابي به راه­ حلي پايدار را با ابهام مواجه ساخته است. مقاله حاضر به دنبال پاسخ به اين سوال است كه تفاوت­هاي هويتي چه نقشي در بحران قره­ باغ داشته است و با روش توصيفي-تحليلي پاسخ داده­ ايم كه تاكيد بر تفاوت­هاي هويتي به بازتوليد فرهنگ خشونت ميان دو كشور و منجر به گسترش و عدم سازگاري و نگاه امنيتي به مسئله مورد اختلاف و ورود بازيگران خارجي منجر به تعميق اين نزاع شده است و به كنش­هاي معطوف به خشونت دامن زده است.

In areas with diversity in religious, ethnic, cultural, linguistic and historical identities, the issue of tolerance and acceptance in a macro framework that leads to solidarity and alignment in resolving intra-regional crises is essential to create and maintain lasting security. The present study examines the Nagorno-Karabakh crisis by emphasizing differences and identity conflicts in exacerbating regional political crises. The territorial disputes between Armenia and Azerbaijan since 1991 and the violent tensions between the two countries in 2020 and the entry of countries such as Turkey and Russia into the dispute, which has added to the complexity of the crisis, have made it difficult to find a lasting solution. The present article seeks to answer the question of what role identity differences have played in the Nagorno-Karabakh crisis, and we have responded with a descriptive-analytical method that emphasizes identity differences to reproduce a culture of violence between the two countries and lead to expansion and incompatibility. The security perspective on the disputed issue and the entry of foreign actors has deepened the conflict and fueled violent actions.
