جايگاه مسائل اجتماعي در فرايند برنامه ريزي و مديريت جنگل هاي كشور از منظر ميان رشته اي

The Place of Social Issues in Planning and Management Processes of Forests in Iran from an Interdisciplinary Perspective

تضاد بين مسائل و نيازهاي اجتماعي و اقتصادي در سطوح مختلف به خصوص در سطح جوامع محلي و رويكردهاي برنامه ريزي و مديريت در عرصه هاي جنگلي، بعنوان بزرگترين معضل عدم اجراي موفق برنامه ها و طرح هاي مربوط به جنگلهاي كشور مطرح است. تحليل جايگاه مسائل اجتماعي در فرايند برنامه ريزي و مديريت جنگل هاي كشور از چشم انداز ميان رشته اي با تحليل پژوهش هاي انجام شده در حوزه هاي مختلف اجتماعي، اقتصادي، فرهنگي و سياسي مرتبط با منابع طبيعي و جنگلداري كشور، هدف اين مقاله بوده است. در همين راستا با بهره گيري از روش كيفي تحليل مضمون، به تحليل محتواي آثار پژوهشي مرتبط در بازه 10 ساله 1388 تا 1398 اقدام گرديد. 217 مقاله براي بررسي اوليه و 31 مقاله نهايي جهت استخراج مضامين بكار رفته در خصوص مسايل اجتماعي و مديريت جنگل انتخاب گرديد. مطابق اين بررسي 372 مضمون فرعي در قالب 14 مضمون اصلي و 2 بعد مديريتي و ساختار اجتماعي و اقتصادي طبقه بندي گرديد. اين تحليل نشان مي دهد مسائل و مضامين اصلي و فرعي مرتبط با ساختار اجتماعي و اقتصادي مناطق جنگلي كشور كه در خود مسائل اجتماعي را موجب مي شوند در سطح بسيار كوچك و محصور در حلقه مديريت اجرايي جنگل هاي كشور واقع شده‌اند. بدين معني كه در فرايند تصميم گيري اين مضامين تنها و صرفاً نقش تسهيل كنندگي را عهده دار هستند. اين موضوع عامل اصلي موفق نبودن اجراي طرح هاي جنگل‌داري و مستمر بودن تخريب جنگل در رويشگاه‌هاي جنگلي شمال و خارج از شمال است. بي توجهي و عدم حضور محسوس مسائل اجتماعي در فرآيند برنامه ريزي و مديريت جنگل هاي كشور نشان مي دهد كه لازم است از چشم اندازي فرا ميان رشته اي به جنگل و مسائل آن نگاه كرد.

Conflict between socio-economic issues and needs at different levels, especially in local communities as well as planning and management approaches in forest areas, is discussed as the biggest challenge due to the lack of successful implementation of plans and initiatives related to the country’s forests. The aim of this study is to analyze the place of social issues in planning and management processes of Iranian forests from an interdisciplinary perspective by taking into account researches already accomplished in various social, economic, cultural and political fields related to Iran’s natural resources and forestry. In this regard, using the qualitative method, the content of related research works was analyzed during a 10-year period between 2009 and 2019. For the primary study, 217 articles were selected and then 31 articles were extracted finally on themes used in social issues and forest management. Based on the present study, 372 sub-themes were also classified into 14 main topics with two dimensions of management and socio-economic structures. The results show that the main and secondary issues and themes related to social and economic structures of Iran's forest areas, which in themselves cause social problems, are located at a very small level and enclosed in the executive management circle of Iranian forests. It means, these topics in the decision-making process solely have the facilitating roles, which is the main reason for the unsuccessful implementation of forestry initiatives and the continuous destruction of forests in the north and beyond. The negligence and lack of tangible presence of social issues in the forest planning and management of the country necessitate an insight into the forest and its issues from a interdisciplinary perspective.
