چكيده فارسي :
ﻣﻘﺪﻣـﻪ: ﺑــﺎ ﺗﻮﺟـﻪ ﺑــﻪ اﻫﻤﯿﺘــﯽ ﮐـﻪ ﭘﺎدﮔــﺎن ﻫـﺎي آﻣﻮزﺷــﯽ در ﻧﻈـﺎم ﺳــﺮﺑﺎزي ﮐﺸـﻮر دارﻧــﺪ، ارزﯾــﺎﺑﯽ ﻓﺮآﯾﻨﺪﻫﺎي آﻧﻬﺎ ﻣـﯽ ﺗﻮاﻧـﺪ ﻣﻨﺠـﺮ ﺑـﻪ ﯾـﺎﻓﺘﻦ ﻧﻘـﺎط ﻗـﻮت و ﺿـﻌﻒ و درﻧﺘﯿﺠـﻪ ﺑﻬﺒـﻮد ﻋﻤﻠﮑـﺮد ﺳـﺮﺑﺎزان در ﯾﮕــﺎن ﻫــﺎي ﺧــﺪﻣﺘﯽ ﮔــﺮدد. ازﺳــﻮي دﯾﮕــﺮ، ﮔﺴــﺘﺮدﮔﯽ ﻓﻌﺎﻟﯿــﺖ ﻫــﺎي ﺟــﺎري اﯾــﻦ ﭘﺎدﮔــﺎن ﻫــﺎ ﻟــﺰوم ﺑﻪ ﮐﺎرﮔﯿﺮي ﯾﮏ ﺳﯿﺴﺘﻢ ارزﯾـﺎﺑﯽ ﻋﻤﻠﮑـﺮد ﺟـﺎﻣﻊ را ﺑﯿﺸـﺘﺮ ﻣـﯽ ﮐﻨـﺪ. ازاﯾـ ﻦ رو ﻫـﺪف اﺻـﻠﯽ ﻣﻄﺎﻟﻌـﻪ ي ﺣﺎﺿــﺮ اراﺋــﻪ ﯾــﮏ ﻣــﺪل ارزﯾــﺎﺑﯽ ﻋﻤﻠﮑــﺮد ﻣﺒﺘﻨــﯽ ﺑــﺮ ﻣــﺪل EFQM ﻣــﯽ ﺑﺎﺷــﺪ ﺗــﺎ از اﯾــﻦ ﻃﺮﯾــﻖ ﻓﻌﺎﻟﯿــﺖ ﻫــﺎي ﻋﻤــﻮﻣﯽ و ﺗﺨﺼﺼــﯽ ﻫــﺮ ﭘﺎدﮔــﺎن آﻣﻮزﺷــﯽ ﻣــﻮرد ارزﯾــﺎﺑﯽ ﻗــﺮار ﮔﺮﻓﺘــﻪ و ﺑﺮﻧﺎﻣــﻪ رﯾــﺰي ﺟﻬﺖ ﺑﻬﺒﻮد ﻓﻌﺎﻟﯿﺖ ﻫﺎ در راﺳﺘﺎي ﺗﻌﺎﻟﯽ ﭘﺎدﮔﺎن ﺻﻮرت ﭘﺬﯾﺮد. روش: ﺑﺮرﺳــﯽ ﺣﺎﺿــﺮ از ﻧــﻮع ﮐــﺎرﺑﺮدي و ازﻧﻈــﺮ روش، ﮐﯿﻔــﯽ اﺳــﺖ. اﺳــﺎس ﻣــﺪل ﺳــﺎزي در اﯾــﻦ ﭘــﮋوﻫﺶ، ﺗﻌﯿــﯿﻦ و ﺗﺒﯿــﯿﻦ ﺷــﺎﺧﺺ ﻫــﺎي ﻣــﺮﺗﺒﻂ اﺳــﺖ. ﺑــﺮاي اﯾــﻦ ﻣﻨﻈــﻮر، اﺑﺘــﺪا از ﻃﺮﯾــﻖ ﺗﺸــﮑﯿﻞ ﮔﺮوه ﮐﺎرﺷﻨﺎﺳﯽ و ﺑﻪ روش دﻟﻔﯽ، اﺑﺘـﺪا ﺷـﺎﺧﺺ ﻫـﺎ ﺷﻨﺎﺳـﺎﯾﯽ ﺷـﺪ ، آﻧﮕـﺎه ﺑﺨﺸـﯽ از آﻧﻬـﺎ ﻣﺘﻨﺎﺳـﺐ ﺑـﺎ روش ﮐﺎر، ﺟﻬﺖ ﺗﻌﯿـﯿﻦ ﻣﯿـﺰان اﻫﻤﯿﺘﺸـﺎن ﺑـﻪ ﺻـﻮرت ﮔﺰﯾﻨـﻪ اي اوﻟﻮﯾـﺖ ﺑﻨـﺪي ﺷـﺪﻧﺪ . ﺟﺎﻣﻌـﻪ آﻣـﺎري اﯾﻦ ﭘـﺰوﻫﺶ ، ﺟﻤﻌـﯽ از ﺻـﺎﺣﺐ ﻧﻈـﺮان در آﻣـﻮزش ﺳـﺮﺑﺎزان و ﻣﺘﺨﺼﺼـﺎن اﯾـﻦ ﺣـﻮزه ﺑﻮدﻧـﺪ ﮐـﻪ ﺑـﻪ روش ﻧﻤﻮﻧﻪ ﮔﯿﺮي ﻫﺪﻓﻤﻨﺪ ﺗﻌﺪاد 21 ﻧﻔﺮ از آﻧﺎن اﻧﺘﺨﺎب ﮔﺮدﯾﺪ. ﯾﺎﻓﺘﻪﻫﺎ: ﯾﺎﻓﺘﻪ ﻫﺎ ﻧﺸﺎن داد ﮐﻪ ﺑـﺎ ﺗﻮﺟـﻪ ﺑـﻪ ﻣﻌﯿﺎرﻫـﺎي ﻧـﻪ ﮔﺎﻧـﻪ ي ﻣـﺪل ﺗﻌـﺎﻟﯽ EFQM ﺑـﻪ ﮐـﺎرﮔﯿﺮي اﯾــﻦ ﻣــﺪل در ﭘﺎدﮔــﺎن ﻫــﺎي آﻣﻮزﺷــﯽ، ﺑﻬﺒــﻮدي ﻗﺎﺑــﻞ ﺗــﻮﺟﻬﯽ در ﺣــﻮزه ﻫــﺎﯾﯽ از ﻗﺒﯿــﻞ رﻫﺒــﺮي، ﺧــﻂ ﻣﺸــﯽ و راﻫﺒــﺮد، ﮐﺎرﮐﻨــﺎن، ﻣﻨــﺎﺑﻊ، ﻓﺮآﯾﻨــﺪﻫﺎ و ﺷــﺮاﮐﺖ ﻫــﺎ، ﻧﺘــﺎﯾﺞ ﻣﺸــﺘﺮﯾﺎن، ﻧﺘــﺎﯾﺞ ﺟﺎﻣﻌــﻪ و ﻧﺘﺎﯾﺞ ﮐﻠﯿﺪي ﻋﻤﻠﮑﺮد اﯾﺠﺎد ﻣﯽ ﺷﻮد. ﻧﺘﯿﺠـﻪ ﮔﯿـﺮي : ﻧﺘـﺎﯾﺞ ﺣــﺎﮐﯽ از آن ﺑـﻮد ﮐـﻪ اﯾـﻦ ﻣـﺪل ﺑﺴــﺘﺮ ﺑﺴـﯿﺎر ﻣﻨﺎﺳـﺒﯽ را ﺑـﺮاي ﺧﻮدارزﯾــﺎﺑﯽ ﭘﺎدﮔﺎن ﻫﺎي آﻣﻮزﺷﯽ ﻓﺮاﻫﻢ ﻣﯽ ﻧﻤﺎﯾﺪ.
چكيده لاتين :
Introduction: Investigating the importance of training barracks in the military system of the country, evaluating their processes can lead to finding strengths and weaknesses and so improving the performance of soldiers in service units. On the other hand, the scope of the current activities of these barracks increases the need for a comprehensive performance appraisal system. Therefore, the main purpose of this research is to provide a performance appraisal model based on the EFQM model, in order to evaluate the general and specialized activities of each training barracks and plan to improve activities in the direction of barracks excellence. Method: This research is applied and qualitative in terms of method. The basis of modeling in this research is to determine and explain the relevant indicators. For this purpose, first, by forming an expert group and Delphi method, first the indicators were identified, then some of them were prioritized as options in order to determine their importance in accordance with the method. The statistical population of this research was a group of experts in training soldiers and specialists in this field, 21 of whom were selected by purposive sampling. findings: The findings indicated that using the nine criteria of EFQM Excellence Model, in training barracks, will be significant improvement achieve in areas such as leadership, policy and strategy, staff, resources, processes and partnerships, customer results, community results . Also, function key is generated. Conclusion: The results indicated that this model provides a very good basis for self-assessment of training barracks.
