چكيده فارسي :
ﻣﯿﻨــﻪ و ﻫــﺪف: ﮐﻤﯿــﺖ و ﮐﯿﻔﯿــﺖ ﻋﻤﻠﮑــﺮد ﺳــﺮﺑﺎزان ﻧﻘــﺶ ﺑــﻪ ﺳــﺰاﯾﯽ در ﭘﻮﯾــﺎﯾﯽ ﮐــﻞ ﺳﯿﺴــﺘﻢ ﻧﯿﺮوﻫﺎي ﻧﻈﺎﻣﯽ و اﻧﺘﻈﺎﻣﯽ دارد. ﻟﺬا ﺗـﻼش در ﺟﻬـﺖ ﺷﻨﺎﺳـﺎ ﯾﯽ ﻋﻮاﻣـﻞ ﺗﺄﺛﯿﺮﮔـﺬار ﺑـﺮ ارﺗﻘـﺎء ﻋﻤﻠﮑـﺮد ﺳﺮﺑﺎزان و ﻧﯿﺰ ارﺗﻘﺎء ﮐﯿﻔﯿﺖ زﻧﺪﮔﯽ آﻧـﺎن در ﻃـﻮل ﺧـﺪﻣﺖ اﻣـﺮي اﺟﺘﻨـﺎب ﻧﺎﭘـﺬ ﯾﺮ ﻣـ ﯽ ﺑﺎﺷـﺪ ﭼﺮاﮐـﻪ در راﺳﺘﺎي ﺷﮑﻮﻓﺎﯾﯽ و ﺑﺎزدﻫﯽ ﻣﺆﺛﺮﺗﺮ ﺳﯿﺴﺘﻢ اﻧﺘﻈﺎﻣﯽ و ﻧﻈﺎﻣﯽ ﮐﺸﻮر ﺧﻮاﻫﺪ ﺑﻮد. روش: اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ اﺳـﺘﻔﺎده از ﻓـﻦ دﻟﻔـﯽ ﮐـﻪ ﻣﺒﺘﻨـﯽ ﺑـﺮ داﻧـﺶ و اﺟﻤـﺎع ﮐﺎرﺷﻨﺎﺳـﯽ اﺳـﺖ از ﯾــﮏ ﻃــﺮف ﮐﻠﯿــﻪ ﺷــﺎﺧﺺ ﻫــﺎي ﺗﺄﺛﯿﺮﮔــﺬار ﺑــﺮ ﻋﻤﻠﮑــﺮد ﻣــﺆﺛﺮ ﺳــﺮﺑﺎزان را ﺷﻨﺎﺳــﺎﯾﯽ و از ﻃﺮف دﯾﮕـﺮ ﺿـﺮﯾﺐ ﺗـﺄ ﺛﯿﺮ اﯾـﻦ ﺷـﺎﺧﺺ ﻫـ ﺎ را ﺑـ ﺎ اﺳـﺘﻔﺎده از ﻣﻨﻄـﻖ ﻣﻘﺎﯾﺴـﻪ زوﺟـﯽ و ﻧـﺮم اﻓـﺰار »اﮐﺲ ﭘـﺮت ﭼـﻮﯾﺲ 4« ﻣﺸـﺨﺺ ﻧﻤـﻮده اﺳـﺖ . ﺑـﺮ اﺳـﺎس ﻓـﻦ دﻟﻔـﯽ ﺗﻌـﺪاد 74 ﭘﺮﺳﺸـﻨﺎﻣﻪ از ﻣﺘﺨﺼﺼــﯿﻦ ﺷــﺎﻣﻞ: رواﻧﺸﻨﺎﺳــﺎن، ﺟﺎﻣﻌــﻪ ﺷﻨﺎﺳــﺎن، ﻣﺮﺑﯿــﺎن ﻣﺮاﮐــﺰ آﻣﻮزﺷــﯽ ﺳــﺮﺑﺎزان، رؤﺳــﺎي ﻣﻌﺎوﻧــﺖ ﻫــﺎي ﺗﺨﺼﺼــﯽ و ﺳــﺮﺑﺎزان در ﺣــﺎل ﺧــﺪﻣﺖ؛ ﺑــﻪ دو ﺷــﮑﻞ ﻣﺠــﺎزي و ﻣﺼــﺎﺣﺒﻪ ﺣﻀــﻮري ﺗﮑﻤﯿــﻞ و ﭘــﺲ از ﺑــﺎزﺧﻮردﮔﯿﺮي در ﻣﺮﺣﻠــﻪ ﻧﺨﺴــﺖ )اﺳــﺘﺨﺮاج ﺷــﺎﺧﺺ ﻫــﺎي ﺗﺄﺛﯿﺮﮔــﺬار ﺑــﺮ ﻋﻤﻠﮑــﺮد ﺳــﺮﺑﺎزان( ﭘﺮﺳﺸــﻨﺎﻣﻪ ﻣﺮﺣﻠــﻪ دوم ﺟﻬــﺖ ﺗﻌﯿــﯿﻦ ﺿــﺮﯾﺐ ﺗــﺄﺛﯿﺮ در اﺧﺘﯿﺎر ﻣﺘﺨﺼﺼﯿﻦ ﻓﻮق ﻗﺮار داده ﺷﺪ. ﯾﺎﻓﺘﻪ ﻫﺎ: ﺑﺮ اﺳﺎس ﻧﺘـﺎﯾﺞ ﺑـﻪ دﺳـﺖ آﻣـﺪه از اﺟﻤـﺎع ﮐﺎرﺷﻨﺎﺳـﯽ اوﻟﻮﯾـﺖ ﺑﻨـﺪي ﻋﻮاﻣـﻞ ﺗﺄﺛﯿﺮﮔـﺬار ﺑــﺮ رﻓــﺎه ﺳــﺮﺑﺎزان ﻋﺒــﺎرت اﻧــﺪ از: ﻧﺨﺴــﺖ- ﻋﻮاﻣــﻞ اﻗﺘﺼــﺎدي و ﻣﻌﯿﺸــﺘﯽ، دوم– ﻗــﻮاﻧﯿﻦ ﻧﻈــﺎم وﻇﯿﻔــﻪ، ﺳــﻮم- ﺗﺨﺼــﺺ ﮔﺮاﯾــﯽ و ﻣﺆﻟﻔــﻪ ﻫــﺎي ﻓــﺮدي، ﭼﻬــﺎرم- ﻓﺮﻫﻨــﮓ رﻓﺘــﺎري و رﻓــﺎه، ﭘـﻨ ﺠﻢ- ﺗﺒﻌـﯿﺾ ، ﺷﺸـﻢ -آﺳــﯿﺐ ﻫـﺎي ﻣﺤـﯿﻂ ﺧـﺪﻣﺘﯽ ، ﻫﻔــﺘﻢ- ﻣـﺪت زﻣـﺎن ﺧـﺪﻣﺖ ﺳــﺮﺑﺎزي و ﺳﯿﺴﺘﻢ ﺗﺸﻮﯾﻖ و ﺗﻨﺒﯿﻪ، ﻫﺸﺘﻢ-ﺳﯿﺴﺘﻢ آﻣﻮزش. ﻧﺘﯿﺠﻪ ﮔﯿـﺮي : ﺑـﺮ اﺳـﺎس ﻧﺘـﺎﯾﺞ ﺑـﻪ دﺳـﺖ آﻣـﺪه ، ﻋﻮاﻣـﻞ ﺗﺼـﻤﯿﻢ ﮔﯿﺮﻧـﺪه ﻣـﺮﺗﺒﻂ ﺑﺎﯾﺴـﺘﯽ ﺑـﺮ اﺳﺎس اوﻟﻮﯾـﺖ ﻫـﺮ ﺷـﺎﺧﺺ اﻗـﺪام ﺑـﻪ ﺗـﺪوﯾﻦ راﻫﮑـﺎر ﻧﻤـﻮده و در راﺳـﺘﺎي اﺟﺮاﯾـﯽ ﻧﻤـﻮدن آن ﺑﮑﻮﺷــﻨﺪ. ﺑــﺎ اﯾــﻦ اﻗــﺪام ﻧــﻪ ﺗﻨﻬــﺎ ﮐﯿﻔﯿــﺖ ﺧــﺪﻣﺘﯽ ﺳــﺮﺑﺎزان را در ﻣﺤــﯿﻂ ﺧــﺪﻣﺘﯽ ارﺗﻘــﺎء ﻣﯽ دﻫﻨـﺪ ﺑﻠﮑـﻪ ﻣـﯽ ﺗﻮاﻧﻨـﺪ اﻗـﺪاﻣﺎت ﺧـﻮد را ﺑـﺮ اﺳـﺎس اوﻟﻮﯾـﺖ و زﻣـﺎن ﻃﺒﻘـﻪ ﺑﻨـﺪي ﻧﻤـﻮده و ﮔﺎم ﺑﻪ ﮔﺎم ﺗﺎ رﺳﯿﺪن ﺑﻪ ﻫﺪف ﻧﻬﺎﯾﯽ ﺑﺮﻧﺎﻣﻪ رﯾﺰي ﮐﻨﻨﺪ
چكيده لاتين :
Background and Aim: The quantity and quality of soldiers' performance plays an important role in the dynamism of the entire military and law enforcement system. Therefore, it is inevitable efforts to identify the factors affecting the improvement of soldiers' performance and also to improve their quality of life during service, because it will be in the direction of more effective prosperity and efficiency of the police and military system of the country. Method: This research uses Delphi technique, which is based on knowledge and expert consensus, on the one hand, identifies all indicators affecting the effective performance of soldiers, and on the other hand, has done determines the impact factor of these indicators using pairwise comparison logic and "Export Choice" software. Based on the Delphi technique, 74 questionnaires were received from specialists, including: psychologists, sociologists, instructors of military training centers, heads of specialized departments, and serving soldiers; Completed in two forms: virtual and face-to-face interview, and after receiving feedback in the first stage (extraction of indicators affecting the performance of soldiers), the second stage questionnaire was provided to the above experts to determine the impact factor. Findings: Based on the results obtained from the expert consensus, prioritizing the factors affecting the welfare of soldiers are: first: economic and livelihood factors, second: rules of duty, third: specialization and individual components, fourth: behavioral culture and welfare, fifth: discrimination, sixth: Injuries in the service environment, seventh: length of military service and the system of encouragement and punishment, eighth: training system. Conclusion: Based on the obtained results, the relevant decision-makers should formulate a solution based on the priority of each indicator and try to implement it. By doing so, they not only improve the quality of service of soldiers in the service environment, but also can classify their actions based on priority and time, and plan step by step until the final goal is achieved.
