The Iraqi- American future relations and possible scenarios

اين جستار به موضوع عراق و ماهيت نگاه آمريكا به آن از رهگذر تكيه بر مؤلفه‌هاي قدرت اين كشور در جهت تحقق اهداف خود در منطقه غرب آسيا به ويژه منطقه خليج فارس، مي‌‌پردازد؛ تا بر اين اساس بتوان راهكارهايي براي تغيير اين نگاه آمريكا به عراق و عدم پذيرش خواسته‌هاي توسعه‌طلبانه آن ارائه گردد. اهميت تحقيق در بررسي و تبيين ماهيت روابط عراق و آمريكا و به تبع آن بحران‌ها و تنش‌هاي حاصل از آن است كه دو طرف موفق به حل آن نبوده‌اند. هدف اصلي جستار بررسي و شناخت دلايل و نقاط ضعفي مي‌باشد كه منجر به اين وضعيت گشته است. نظر به وسعت موضوع ابتدا از روش تاريخي جهت بررسي زمينه‌ها و ريشه‌هاي تاريخي روابط عراق و آمريكا، بهره برديم. سپس با تكيه بر روش تطبيقي به مقايسه و بررسي تطبيقي اين روابط در دو دوره قبل از سال 2003م و بعد از آن پرداختيم. همچنين با بهره‌گيري از روش توصيفي – تحليلي به توصيف و تحليل اين روابط اقدام نموده تا در نهايت با تكيه بر روش پيش‌بيني و آينده نگاري احتمالي به ارائه سناريوهاي احتمالي براي روابط عراق و آمريكا در پرتو تحولات منطقه و آينده وضعيت عراق در سايه نگاه آمريكا به آن مي‌‌پردازيم. يافته‌هاي تحقيق حاكي از ارائه سه سناريو احتمالي در روابط عراق و آمريكا در زمينه‌هاي سياسي، اقتصادي و نظامي است. اين سه سناريو عبارتند از: نخست: احتمال استمرار سلطه و هژموني آمريكا، دوم ايجاد تغيير و قطع روابط و سوم: ايجاد شرايطي جهت سازگاري و توازن در اين روابط.

This research addresses concentration on Iraq and what the American outlook to it by employing the elements of power that Iraq possesses, through which the United States realizes that it can achieve its future goals in the Middle East in general and the Persian Gulf in particular, but this does not mean that there are no obstacles that prevent this outlook to Iraq which changes the role that the United States wants Iraq to carry out. The importance of the research is also represented in revealing the nature of Iraqi-American relations, and the crises and tensions accompanied them, which the two parties failed to address. The purpose also lies in revealing these weaknesses and the reasons that led to them, at a time when there were alternatives that could replace them through which these weaknesses could be addressed. Because of the breadth, comprehensiveness and diversity of the topic of research, we adopted the (historical approach), which was necessary to identify the background and historical roots of Iraqi-American relations, and the (comparative approach) was also used to compare between Iraqi-American relations before and after 2003, and (the analytical descriptive approach) in describing and analyzing that relationship and determining its scope, as well as using the (Probabilistic predictability approach), to embody a framework for vision and future scenarios for Iraqi-American relations in light of the changes taking place in the region, and to know what the future of Iraq could be through the American outlook to Iraq.
