بررسي شيوه هاي مشاركت پليس افتخاري در توسعۀ امور فرهنگي و مذهبي

Examining the Methods of Participation of Honorary Police in the Development of Cultural and Religious Affairs

حضور و مشاركت فعالانه مردم، پيش‌‌نياز و لازمۀ نيل به توسعه به‌ويژه توسعۀ فرهنگي است. نيروي انتظامي جمهوري اسلامي ايران نيز كوشش نموده است با سازماندهي و به‌كارگيري بخشي از اقشار مردم در قالب پليس افتخاري، زمينه‌هاي مشاركت اجتماعي را در امور اجرايي مربوط به توسعۀ فرهنگي فراهم آورد. تحقيق حاضر به دنبال تبيين اين مسئله است كه پليس افتخاري در توسعۀ امور فرهنگي مربوط به پليس چه نقش‌هايي را با چه شيوه‌هايي مي‌تواند ايفا كند؛ ازاين‌رو تحقيق حاضر با هدف تبيين شيوه‌هاي مشاركت پليس افتخاري در توسعۀ فرهنگي در مجموعۀ فرماندهي انتظامي ويژۀ غرب تهران انجام پذيرفته است. روش: تحقيق حاضر از نظر هدف كاربردي، از نظر ماهيت توصيفي است كه با روش پيمايشي انجام شده است. جامعۀ آماري اين تحقيق، شامل كليه كاركنان شاغل كوپ فرماندهي انتظامي ويژۀ غرب استان تهران است كه در جذب و به‌كارگيري عوامل پليس افتخاري در سطح استان فعاليت انتظامي داشته‌اند و تعداد 264 نفر به‌عنوان حجم نمونه محاسبه شده است. ابزار تحقيق پرسش‌نامۀ محقق ساخته بوده كه روايي آن با نظر اساتيد و نخبگان امر موردتأييد قرار گرفت و پايايي آن با محاسبۀ ضريب آلفاي كرونباخ به مقدار 88/0 محاسبه شد. داده‌هاي حاصل‌شده با استفاده از نرم‌افزارهاي آماري به دو شكل توصيفي و تحليلي بررسي و ارائه است. يافته‌ها و نتايج: يافته‌هاي تحقيق نشان داد كه ميانگين همه شاخص‌هاي مربوط به عملكرد مشاركتي پليس افتخاري در توسعۀ فرهنگي به غير از شاخص «امربه‌معروف و نهي از منكر» بالاتر از ميانگين متوسط قرار دارد. همچنين، بررسي ميانگين مجموع شاخص‌هاي ارزيابي مشاركت در توسعه فرهنگي توسط پليس افتخاري فرماندهي انتظامي ويژۀ غرب تهران، نشان داد كه حد بالاي اين دامنه بيشتر از 3 بوده و عملكرد مشاركتي پليس افتخاري در توسعه فرهنگي از حد متوسط بالاتر بوده است. بررسي ميانگين عملكرد مشاركتي پليس افتخاري در شهرستان‌هاي تابعۀ استان نيز حاكي از اختلاف موجود در عملكرد كلي عوامل پليس افتخاري در شهرستان‌هاي مختلف است.

The presence and active participation of the people is a prerequisite for achieving development, especially cultural development. The police force of the Islamic Republic of Iran has also tried to provide grounds for social participation in executive affairs related to cultural development by organizing and employing part of the people in the form of honorary police. The current research seeks to explain the issue of what roles and methods the honorary police can play in the development of cultural affairs related to the police. Therefore, the present research was carried out with the aim of explaining the methods of participation of the honorary police in cultural development in the group of special police command of West Tehran. Methodology: In terms of its objectives this study is of an applied research and in terms of its nature it is considered as a descriptive study, which was carried out with a survey method. The statistical population of this research includes all the employees of the Special Police Command in the west of Tehran province, who have engaged in police activities in the recruitment and employment of honorary police officers at the provincial level, and the number of 264 people has been calculated as the sample size. The research tool was a researcher-made questionnaire, whose validity was confirmed by the opinion of professors and elites, and its reliability was calculated by calculating Cronbach's alpha coefficient as 0.88. The obtained data are reviewed and presented using statistical software in two descriptive and analytical forms. Findings and results: The findings of the research showed that the average of all the indicators related to the cooperative performance of the honorary police in cultural development, except for the index of "Calling for the deeds and forbidding the evil" is higher than the average. Also, the examination of the average total indicators of participation in cultural development by the honorary police of the special police command of West Tehran showed that the upper limit of this range was more than 3 and the participatory performance of the honorary police in cultural development was higher than the average. Examining the average collaborative performance of the honorary police in the subordinate cities of the province also indicates the difference in the overall performance of the honorary police officers in different cities.
