Commitments of Governments and the Right to Health and Social Security from the Perspective of International Law, Emphasizing the COVID-19

زمينه و هدف: امروزه بيماري كروناي جديد باعث به خطر افتادن حق حيات و امنيت فكري انسان‌ها شده است. ازهمين رو نقش دولت‌ها در تحقق حق بر سلامت با رعايت توصيه هاي سازمان بهداشت جهاني و مديريت بحران ايجاد شده براي ارتقاي امنيت اجتماعي اهميت زيادي دارد. روش تحقيق: اين مقاله با بهره مندي از روش تحقيق تحليلي- توصيفي به اين سوال پاسخ مي‌دهد كه تاثير تعهدات حقوق بشري دولت‌ها طبق معاهدات بين المللي در مديريت شيوع ويروس كوويد-[1]19و ارتقاي امنيت اجتماعي چيست؟ نتايج تحقيق: امروز همه انسان‌ها در سراسر جهان با شيوع بيماري كروناي جديد و ضرورت رعايت «قرنطينه، كاهش تردد، ماسك زدن و فاصله اجتماعي» با مخاطرات شغلي و بحران اقتصادي فراگير، افزايش بزه‌كاري، بروز خطر گرسنگي، كاهش ميزان دسترسي به مراقبت هاي بهداشتي، آب آشاميدني و غذاي سالم مواجه شده‌اند. بهترين راه‌كار ايجاد اطمينان خاطر با تضمين بهره‌مندي برابر از خدمات بهداشتي و درماني براي همه شهروندان با هدف تحقق تعهدات حقوق بشري دولت‌ها است.

Background and Aim: Nowadays, new Corona disease has endangered the right to life and intellectual security of human beings. Hence, the role of governments in realizing the right to health by following the recommendations of the World Health Organization(WHO) and managing the emerged crisis, is of great importance to promoting social security. Method: Applying analytical-descriptive research method, the present article attempts to answer this question: "what is the impact of human rights obligations of governments under international treaties in managing the outbreak of COVID-19 and promoting social security?" Findings and Conclusion: Nowadays, as a result of the outbreak of new Corona disease and the need to observe "quarantine, reduced traffic, masking and social distancing" human beings around the world have faced with occupational hazards and the widespread economic crisis, escalation of delinquency rate, risk of hunger and starvation on one hand, and reduction of access to health care, drinking water and healthy food, on the other. The best way to build reassurance is to ensure equal access of all citizens to health care and treatment services to meet the human rights obligations of governments.
