دلايل خروج آمريكا از برجام از منظر رئاليسم نئوكلاسيك

The reasons of the US withdrawal from JCPOA based on the Neoclassical Realism Perspective

برجام يكي از اتفاقات حقوقي و بين المللي مهم در تاريخ روابط بين الملل محسوب ميشود. اين توافق بين المللي كه نتيجه دو سال مذاكرات رسمي و فشرده بود، بين ايران و گروه 1+5 در شهر وين منعقد شد. در پي امضاي اين سند، قطعنامه 2231 شوراي امنيت به تصويب رسيد كه براساس آن، كشورهاي امضاكننده برجام، موظف به اجراي كامل تعهدات مندرج در آن شدند. اما طولي نكشيد كه رياست جمهوري جديد آمريكا دونالد ترامپ ناسازگاري خود با اين توافق را آشكار ساخت و از برجام خارج شد. ازاين رو اين پژوهش در صدد است تا به اين پرسش پاسخ دهد كه دلايل خروج آمريكا از برجام چيست؟ در پاسخ به اين پرسش با درنظرگرفتن سطوح مختلف تحليل كه برگرفته از رويكرد رئاليسم نئوكلاسيك است، اين فرضيه مورد آزمون قرار ميگيرد كه خروج ترامپ از برجام را ميتوان در سطوح فردي: ويژگيهاي شخصيتي ترامپ، ملي: رويكرد يكجانبه گرايانه برآمده از دكترين "نخست آمريكا" و سيستمي: حمايت از متحدان منطقه اي و تحكيم موقعيت هژمونيك آمريكا مورد بررسي قرارداد. روش تحقيق در اين پژوهش توصيفي-تحليلي بوده و روش گردآوري داده ها، كتابخانه اي و اينترنتي است. همچنين استفاده از نظريه رئاليسم نئوكلاسيك براي بررسي علل خروج آمريكا از برجام، بدعت پژوهش حاضر است.

Joint Comprehensive Plan of Action (JCPOA) is one of the important legal and international events in the international relations history. This international agreement, result of two years formal and intensive negotiations, was signed between Iran and 5+1 countries, in Vienna. Following the signing of this document, the Security Council resolution 2231 legislated. According to this resolution, previous Security Council sanctions have been canceled and JCPOA signatory countries were forced to implement the commitments which were inserted on it. However, it did not take long time that the new president of America, Donald Trump, revealed his incompatibility with Iran's multilateral international nuclear agreement. Finally, the United States government officially gets out of the Joint Comprehensive Plan of Action. Therefore, this study tries to answer this question that, what are the reasons of the US withdrawal from the Joint Comprehensive Plan of Action? In order to answer this question this hypothesis examined that the US withdrawal of the Joint Comprehensive Plan of Action can be examined in individual level: Trump characteristics, national: unilateralism approach from the “First America” doctrine and systemic: supporting regional allies and consolidate America's hegemonic position. The research method in this study is descriptive-analytic and the method of data collection is library and internet. The use of neoclassical realism theory to examine the causes of America's exit of the Joint Comprehensive Plan of Action is the research innovation in the present study.
