ارزيابي و اولويت بندي روش هاي تامين مالي متناسب با صنعت دفاع جمهوري اسلامي ايران

Assessment & Prioritizing financing methods suitable for the defense industry of the Islamic Republic of Iran

يكي از عمده ترين هزينه هاي دولتها حتي در دوران صلح هزينه هاي بخش دفاع و امنيت مي باشد و كشورهاي مختلف بخش مهمي از درآمدهاي عمومي خود را براي اين بخش هزينه مي كنند. دولت جمهوري اسلامي اسلامي ايران نيز همه ساله بخشي از بودجه عمومي خود را به اين مهم اختصاص داده است. در بخش دفاع، تقويت بنيه دفاعي يكي از مهم ترين ماموريت هاست كه بخش عمده اي از اين ماموريت مهم بر عهده صنايع دفاعي كشور مي باشد. يكي از نكات مهم در توسعه و تقويت يك صنعت تامين مالي پايدار آن صنعت مي باشد. تاكنون تامين مالي صنايع دفاعي صرفا بر عهده دولت بوده و از محل بودجه عمومي دولت تامين مي شده است. در سال هاي اخير، نوسانات درآمدي دولتها و به تبع نوسانات بودجه دفاعي و بطور خاص بودجه تقويت بنيه دفاعي، صنايع دفاعي كشور را به دلايلي دچار چالش هايي نموده است. در اين تحقيق ضمن مطالعه روشهاي تامين مالي در ايران و جهان و پس از مصاحبه با خبرگان و نيز اجراي روش دلفي و با اجراي آزمون دوجمله اي و آزمون t تك نمونه اي يافته هاي تحقيق تاييد و با سپس با آزمون فريدمن روش هاي برتر رتبه بندي شدند.

One of the major expenses of governments even in peacetime is the expenses of the defense and security sector, and different countries spend an important part of their public revenues for this sector. The government of the Islamic Republic of Iran has allocated a part of its general budget to this issue every year. In the defense sector, strengthening the defense base is one of the most important missions, and a major part of this important mission is the responsibility of the country's defense industries. One of the important points in the development and strengthening of an industry is the sustainable financing of that industry. So far, the financing of the defense industry has been solely the responsibility of the government and it has been financed from the general budget of the government. In recent years, the government's income fluctuations and as a result of the fluctuations of the defense budget and specifically the budget for strengthening the defense base, the country's defense industries have faced challenges for some reasons. In this research, while studying financing methods in Iran and the world, after interviewing experts and implementing the Delphi method, the findings of the research were confirmed with the binomial test and the one-sample t-test, and then with Friedman's test, the best methods were ranked.
