شناخت و آگاهي از تغيير و تحولات بوجود آمده در استرآباد قديم گرگان فعلي)، لازمه ي هرگونه برنامه ريزي براي تغييرات بوجود آمده ،است چون تمامي جنبه هاي اقتصادي، اجتماعي و فرهنگي يك جوامع با جمعيت و ويژگيهاي ساختاري آن پيوند خورده است. در تحقيق پيش رو بررسي اطلاعات به دست آمده از منابع شفاهي و تكميل آن توسط ديگر منابع موجود، با پس از روش توصيفي-تحليلي به شناخت جامعي از اثرات اقدامات پهلوي اول مي پردازيم بر اساس نتايج اين ،تحقيق اثرات اقدامات پهلوي اول بر سير تحولات اجتماعي و تغييرات نظام بلديه در استرآباد قديم از جمله شهرهاي گرگان و بندرتركمن است در اسناد و منابع مكتوب كمتر به ذهنيت مردم درباره رويدادهاي پيرامون شان توجه شده است از اين رو منابع شفاهي نقش مهمي در به نتيجه رسيدن اين تحقيق .دارند ،بنابراين يكي از اقدامات مهم در دوره پهلوي اول احداث خيابان در شهرهاي كوچك و بزرگ ايران بود احداث خيابان پهلوي در شهر گرگان سرآغازي بود بر بسياري از تحولات كالبدي و اجتماعي آن اتفاقاتي كه مردم شهر در اين خيابان براي اولين بار شاهدش بودند و حتي نيازهايي كه خيابان به همراه خود به شهر آورد و خود پاسخگوي آنها شد همينطور موثر بودن سياست اسكان عشاير و حذف تركمنها از ليست جامعه عشايري كشور، توسعه اجتماعي و... است.

Therefore, oral sources play an important role in reaching the conclusion of this research.
