مقاله حاضر درصدد طراحي الگوي سياست گذاري هاي تربيتي در آموزش و پرورش كشور با تأكيد بر نهاد خانواده، با استفاده از روش كيفي «داده بنياد» مبتني بر ابزار «مصاحبه» بوده است. جامعه هدف پژوهش، خبرگان و متخصصان در حوزه سياست گذاري تربيتي و نيز خانواده (مشتمل بر مديران حوزه آموزش و پرورش و نيز اساتيد و مطلعين دانشگاهي در حوزه سياست گذاري و خانواده) بوده اند كه از ميان آن ها 15 نفر با روش اشباع نظري و به شكل نمونه گيري هدفمند و گلوله برفي انتخاب شدند. يافته هاي اين مطالعه مبيّن آن است كه طراحي الگوي سياستگذاري تربيتي با تأكيد بر نهاد خانواده، مبتني بر پديده محوري «سياستگذاري مشاركتي چند بعدي» در ابعاد علمي- فرايندي، فكري و مالي بوده كه عواملي علّي چون «بازتعريف نقش ذينفعان در تعليم و تربيت» و شرايطي زمينه اي چون، دگرگوني در وضعيت موجود مبتني بر «تحولات ساختاري – تشكيلاتي نظام تربيتي»، «تصويب قوانين و مقررات مشاركت پذيري» و «هم راستايي خانواده و نظام تربيتي» بستر ساز بروز و ظهور آن مي باشند كه البته در اين ميان نبايد از اثرگذاري عوامل مداخله گري چون موانع خانوادگي، فرهنگي، سياسي و مديريتي كه عمدتاً محدود كننده مشاركت نهاد خانواده مي باشند، غفلت نمود. با اين وجود آنچه مسلم است آن است كه اعمال «راهبردهايي مديريتي» و نيز «پيش بيني سازوكارهاي ارتباطي و تبادلي ميان نهاد خانواده و نهاد آموزش و پرورش» مي تواند سياست گذاري تربيتي مشاركتي را رقم زند كه پيامدهايي در سطوح سازماني (بهبود كاركردهاي نظام آموزشي) و فراسازماني (توسعه فردي و اجتماعي) در پي خواهد داشت.

The present article has tried to design the model of educational policies in the country's education with an emphasis on the institution of the family, using the qualitative method of "database" based on the "interview" tool. The target community of the research was experts and specialists in the field of educational policy and family (including managers of education and upbringing as well as university professors and informants in the field of policy and family), among them 15 people with theoretical saturation method and in the form of targeted and snowball sampling. were chosen. The findings of this study show that the design of the educational policy model with emphasis on the institution of the family is based on the central phenomenon of "multidimensional participatory policy making" in scientific process, intellectual and financial dimensions, which are causal factors such as "redefinition of the role of stakeholders in education and training" and Background conditions such as transformation in the existing situation based on "structural-organizational changes in the educational system", "passing laws and regulations of participation" and "alignment of the family and the educational system" are the basis for its emergence and emergence, which of course should not be affected Neglecting the interfering factors such as family, cultural, political and management barriers that mainly limit the participation of the family institution. However, what is certain is that the application of "management strategies" as well as "anticipation of communication and exchange mechanisms between the family institution and the education institution" can create a participatory educational policy that has consequences at organizational levels (improvement of the functions of the educational system) and Transorganization (individual and social development) will follow.
