چكيده فارسي :
طرح دفاتر تسهيل گري و توسعه محلي يكي از پروژه‌هاي مطالعاتي و نيازسنجي سازمان امور اجتماعي كشور با ماهيت پيمايش، مطالعه، ظرفيت سنجي و تسهيل گري به منظور كاهش و كنترل آسيب‌هاي اجتماعي، حل مسائل و مشكلات محلات كم برخوردار و حاشيه‌نشين و توانمند‌سازي ساكنين در 21 استان كشور، در دولت دوازدهم به اجرا درآمد. طرح مذكور در استان يزد/ شهر يزد از سال 1398 با شناسايي سه محله‌هاي حسن‌آباد، صدرآباد و اسكان به عنوان محلات هدف توسعه اجرايي شد. هدف از اين پژوهش كه با روش اسنادي و كتابخانه‌اي، مشاهدات ميداني و تجربه‌ي ميداني نگارندگان به‌واسطه‌ي فعاليت در حوزه‌ي دفاتر تسهيل گري و توسعه محلي انجام‌شده؛ بررسي شرح خدمات دفاتر، فرآيند استقرار دفاتر تسهيل گري در شهر يزد، فرآيند انتخاب محلات هدف، ساختار دفاتر، ويژگي كارشناسان و مديران اين دفاتر، فرآيند انتخاب مجريان استاني دفاتر و نقاط قوت و ضعف آن‌ها در شهر يزد است. با توجه به تعطيلي اين دفاتر و بازخوردهاي مثبتي كه در بين مردم و مسئولين شهر يزد بر جاي گذاشته؛ پيشنهاد‌هايي نيز براي تداوم فعاليت اين دفاتر ارائه‌شده است.

The design of local development and facilitation offices is one of the study and needs assessment projects of the country's social affairs organization with the nature of survey, study, capacity measurement and facilitation in order to reduce and control social harms, solve the problems and problems of underprivileged and marginalized neighborhoods and empower residents. It was implemented in 21 provinces of the country in the twelfth government. The mentioned plan was implemented in Yazd province/Yazd city since 2018 by identifying the three neighborhoods of Hassan Abad, Sadr Abad and Skan as the target neighborhoods for development.
