DIALOGUE AMONG CIVILIZATIONS IN THE FIELD OF INTERNATIONAL LAW

The main argument of this article is that developments in the field of international law have not occurred through a process of dialogue amongt nations and civilizations and as a result have not led to democratization of the international society and the expansion of justice on the world level. The same developments have strengthened the globalizing trends which have benefited the more powerful nations and the world capitalist system on the whole. As a result globalization has meant a marginalization of developing countries and this is a process directly opposed to the ideals of dialogue among civilizations. It is further argued that the formation and development of the United Nations was an early step in the universalization of international rules and norms. Later on the development of dialogue between South and North was a further step in the same direction. In addition with the break - up of Soviet Union some of the other ideological obstacles standing on the way were removed. On the whole globalization has created more opportunities and new threats for intercultural relations and mutual understanding and eventually for the universalizatiion of international rules and norms.
