Wheat Insurance with Consideration of Moral Hazard and Adverse Selection Problems: A Case Study in Fars Province

Agricultural insurance is one of the appropriate ways to overcome the risk in agricultural production and to increase farmersʹ confidence in their future incomes. However, some problems, among them adverse selection and moral hazard cause agricultural insurance system to have been inefficient in many countries. In this study, these problems in insuring wheat were investigated in Fars province. Data used in the study were collected using stratified multi-stage cluster sampling method and interviewing of farmers during the farming years 1996-1997. The sample included wheat insured and uninsured farmers in three different climates of Mediterranean, warm sub-desert, and cold mountainous of Fars Province. The adverse selection and moral hazard effects were investigated using a simultaneous equation model including a production function and input share functions. The results showed that adverse selection and moral hazard were the main cause of negative effect of insurance on wheat farmersʹ production in the warm sub - desert and mountainous climates. However, due to non - existence of moral hazard in Mediterranean climate, the effect of insurance on wheat farmersʹ production was positive in this region. The results of adverse selection analysis showed that with increasing farm area, the probability of adverse selection increases for agricultural insurance organization in study regions.
