The Role of Problem Solving and Decision Making Model in Planning and Managerial Activities An Example of Using Decision Making Model in Resource Allocation

Decision making is an essential part of management. When a manager reviews a problem or through active planning, tries to exploit an opportunity, indeed, he or she is involved in a decision making setting. In this article, an example of rational decision making model (which contains a systematic approach to decision making process) is presented. This approach and the related procedures are applicable in various organizations and different problems. The case is about the budget allocation for equipping subsidiariesʹ hospitals of Tehran Medical Sciences and Health Care University. Through a participative approach, the logistics deputy organizes a group for performing a team work on the case. This group constitutes of hospitals managers, manager of budget and structure, and a facilitator to study the situation. The group recognizes maximization of ROI rate of criterest for the allocation of budget. Regarding the organization mission and non-for-profit nature of the university, five performance areas were determined: training performance, research performance, hospital service volume, growth in revenue, and long range goals of the university. Given the defined indices in these five areas, and by using a semi-quantitatiye analysis, the budget share of every hospital calculated. The process of decision making leads to consensus in the way of budget allocation. It prevented further un-satisfaction. The criteria and their related weights are reviewable and modifiable in this method. But regarding the competitive nature of the criteria - that in fact rewards high performance hospitals with more budget and deprives low performance ones by allocating less budget - this basis for budget allocation has some difficulties for public hospitals.
