Management succession Planning in public sector has special complexity that leads the process of selecting and appointing managers toward merithocracy. It aims to look after public benefits and interests, social justice, and adaptation with constitutional law, and legitimacy bases of social system. This article takes a look at this subject, before and after the revolution and reviews the obstacles and difficulties of its realization. At the end, the latest instruction .for the selection, appointment, and change of managers in Iran public sector is discussed.
