This research is about the value system of managers in governmental sector of Iran and designing an effective value map. From the different known ethical criteria and values, what are introduced by Waldo was used as the base. Finally 15 types of key ethical commitments for the society of Iran identified and their relation with organizational effectiveness were examined. Also, according to the ideas of strategic stakeholders, organizations divided in two categories: effective organizations and less effective organizations, and the relation between the value systems of their managers with the effectiveness of the organizations measured. Required data for this research is gathered through four questionnaires and descriptive and survey methods were used. Using descriptive and analytical statistical methods like regression, Spearman and Kendal correlation coefficient, and using SPSS software showed a meaningful relation between value systems of managers in governmental sector of Iran and the effectiveness of their organizations (P=0.000<0.05). The fndings of the research reveal that managers either in the effective organizations or in less effective organizations have a hierarchy of values. The priorities of values in effective organizations and less effective organizations are not the same, although the criteria are the same both types of organizations.
