The subject of this article is the issue of public administration and the necessity of strengthening ethical infrastructures. Ethics in public service is defined, as a set of principles to guide conduct or moral standards in public organizations. In recent decades, it has increasingly become major concerns in public administration with more concentration in the 1980s and 1990s. The specific rational for putting ethics on the reform agenda may vary from one countryʹs context to another. In this article some of the reasons that show the concerns for ethics are outlined. At the last part of the article the authors try- to discuss some of the key issues such as ethics codes, ethics training, assessing ethical infrastructure, and the effect of organizational culture and structure on ethics.
