A STUDY OF THE APPLICATION OF GEOGRAPHICAL INFORMATION AND GIS SYSTEM IN CRISIS MANAGEMENT

Crisis management can be called a process in which all group controls, programmings, and organizings need to be mobilized to handle the challenging situations, and put at the disposal of managers for appropriate decision making relative to the present condition. This process takes place in four phases, namely command and control, organizing disorder, providing a program and solving government problems(Comfort, 1993,p.3), each of which require the establishment of an information and communication network, and the provision of up-to-date information on the regionʹs present situation. So, in case local or regional crises and accidents with natural or non-natural origin take place, the first operational requirement is to provide comprehensive information about the regionʹs present situation and make an operational estimate in order to provide relief service activities and supply a communication network for correct and swift information. This article studies crisis management in terms of the status and application of information technology, geographical information and management of geographical information system.
