emerging a view that the Baath enemy should be defeated in two fronts by large-scale and massive operations. Because regular and massive operations in southern front would not deepen military objectives of Islamic Republic of Iran. Based on this view, the strategy of accomplishing two simultanious operations (regular operations in southern front and irregular operations in northwest front) was adopted and then I.R.G.C. by establishing Ramadzan Headquarter and developing relations with Kurdish oppositions in Iraq tried to pave the way for a Large scale operation in northwest front in order to resolve and disintegrate the enemy forces. But after accomplishing several irregular operations (Fath and Dzafar), Ramadzan Headquarter did not gain any success in resolving the enemy forces and the enemy by continuing its previous strategy could weaken irregular operations. From this perspective irregular operations carried out by Ramadzan Headquarter were not effective on supporting the main effort of the war.
