The Balanced Distribution of Fiscal Resources through Regional Development Rankling

In this paper a solution is sought for credits distribution subject to article 38 of urban development chapter through a regional policymaking including decentralization. These credits have not been distributed in centralized form every year and have not followed any particular pattern. This article aims to reduce the provincial differences with approaches like, helping newly-established cities, empowerment of small-sized cities, protection of medium-sized cities, and protection of some important and urgent projects in big cities that have economic, political, social and security importance. So, the main solution is distribution of credits among cities in a province by a provincial institution and central control of distribution and usage methods of them through unique codes in the country. The provincial shares of credits are given regarding the indicators of cities situation and urban development ranks of different provinces. Therefore, It is recommended that desired zoning be based on urban needs of each province.
