An Analysis on Income (Expense) Distribution Status in Isfahan Province (1989-1993)

Iranʹs economic adjustment policies began being implemented since 1989 and they were mainly composed of cutting subidies, decreasing government budget deficit and economic privatization. In addition to affecting macro-economic variables in the framework of general goals, eliminating domestic and foreign imbalance as well as setting the stage needed for sustainable economic growth, these plans inevitably have an influence on income distribution in the short and medium run. According to the present economic literature, the effects of economic adjustment plans on income distribution particularly on the poor groups are the most controversial aspect of various effects of these plans. Hence, political acceptance and the possible success of these plans in future depends on the nature of the effects. Analyzing distributory effects resulting from these policies plays a pivotal role in this paper. Evaluating consupmtion expenditure in Isfahan province urban and rural areas within 1989-1993 (I.R. Iranʹs first development plan period) leads us to the following probable conclusions: That the miscellaneous consumption expenses experienced a hike during the period reveals that probably inflationary conditions resulting from the executive policies have been one of the major factors of the hike and the inflationary status aggravated the gaps between the economic classes in the society. The expenditure increase in the urban areas has gone concurrent with nutrition conditions worsening. That means the effects of inflationary status are more extensive on Isfahan province urban areas as far as its domain and amount are concerned. Perhaps it is caused by these areas dependence on the government protective systems knowing that this protection has decreased during the period. The information pertaining to macro-level also indicate that economic adjustment has caused unfavorable effects on economic conditions and most specifically on the residentsʹ nutrition since apparently Isfahani residentsʹ behavior has been under the influence of macro-economic variables in a way that the trend of consumption expenditure increase in their consumption pattern has harmony with that of macro-level. The research shows that owing to the ruling protective system, durable non-food expenses distribution is quite unbalanced though food expenses have been distributed in a relatively balanced way.
