During history, roads have acted as vital arteries for the development of urban and rural areas. Whenever roads have changed their directions away from a residential place, the prosperity of that area has been weakened. On the other hand, the development of societies has led to the new changes in the appearance of modern vehicles and communication means. The invention of wheel, discovering the steam power, and the use of fossil fuels resulted in the invention of modern vehicles like trains, ships, and aircrafts. At the present time, the most reasonable and available means of transportaion is automobile. It is evident that to smooth the traffic out, execute rules, guard roads, there should be certain supervising organizations. During the past fifteen years, the Ministry of Roads and Transporation with its departments in provinces along with the highway police have been responsible for the supervising. The present paper is a historical study about the developments in the realm of supervising roads affairs and the responsibilities of these two governmental organizations with emphasis on changes in organizing personnels and equipments as well as decreasing or increasing the highway police responsibilities in this regard.
