A state system is shaped on field of believes & governed peopleʹs mental base. Constitution a state is forming on equation that its sides are the rulers & governed people. In this relation, governance need to use power & determine for getting its objects. Dictation and interdictions of the state are obeyed by all people when they can believe its justification and to know this necessity to obey from it. Legitimacy by its entirely meaning is the governed peopleʹs belief to justification of rulers. Max weber explain three kinds of dominancy of charisma, traditional, legall-mental, in classification of state legitimacy. This article, in addition of evaluation about legitimacy, exposure the islamic theory in aspect of Shiite and Sunnite.
