Measurement of Efficiency and Productivity Changes of Fars Province Industries and the Analysis of Effective Factors on such Changes Compared with those of our Country by Using Data Evolvement Analysis(DEA) and Stochastic Frontier Analysis(SFA)

In this research, Data Evolvement Analysis (DEA) method has been used for measuring technical efficiency of different industrial groups (ISle3) in our country, Iran, in comparison with Fars province during 1373-1382. To do so, first, by dividing the industrial groups into separate individual ones, desirable frontier production function was estimated by means of SFA method and Translog Two Logarithm production functions. Second, by comparing the amount of actual value added with the desirable value added (output), the effectiveness of different industrial groups was estimated. Third, for measuring desirable frontier production function, two processes of "input and output based" were used to determine what collection of "outputs and inputs" each industrial group must apply in order to obtain desirable frontier production. Results obtained from the model showed that during the time investigated, technical efficiency of factory industries in our country, Iran, and Fars province industries is 92.9% and 90.2 %. This shows an average reduction of 1.9 % and 1.3 % compared to 1373 as the initial time of research. Also, Efficiency rate of factory industries in our country is about 95.8 %percent and in Fars province, 95.2% percent. Moreover. management efficiency index in the country and the province industries shows that this index has decreased by the average of about 0.5% percent during the investigated period, 1373-1382. Another important result of this research is to determine industries with desirable efficiency as models of successful industries for inefficient industries and to define the effectiveness of model industries on the inefficient industries in the country and the province. With regard to the results of this model, merging industries with desirable efficiency in the country and the province can be used as an index to present a model to industries which were not successful in this field in order to elevate the efficiency of these industries in a desirable way
