The analysis of opportunities and threats of scientific and higher education environment for strategic transformation of education in Iran

The education system in confronting with the environmental transformation (transmutation, modification) and challenges, only through re-understanding of its situational logic that is able to redefine its strategies the cognitive essence of strategy making entails that the agents of change in education, should analyze the peripheral and immediate environment as well as scientific environment of higher education. In this study with using the trans- analysis method of study, the documents, and reports and with focused group discussion, opportunity and threat making agents of the scientific environment of higher education for education system have been studied. The global transformation of the scientific environment of higher education with all its opportunities, if the education system is not able to utilize aptitude and intelligence enough of actions of active adaptation and consistence with that, can create threatening function of itself. On the other hand, the precedence of chronic government commissioning, excessive centralization and ideologization of structure and system of decision making in higher education, in addition to the separation of the organization of education with that, produced serious threats. The lack of demand solicitation and differentiation of the courses and programs of higher education has damaged its quality and necessary appropriateness with the developmental requirements of the system of education. The lack of development of professional higher education in the country is a great threat for the growth of technical and vocation education. Thus the education system within the scientific environment of higher education has been marginalized. The students with the mediation of social capitals through continuation of higher education are in the business acquiring more cultural capital and translating them into more economic and capital utilities. The scientific environment of higher education on this aspect is an opportunity for sense making of student life and school Cosmo - life. But problematic-ness of having access (to both higher education and transparent information) and undesirable politics of entrance examination, has created threatening situation on one hand and on the other has created contradiction and discrepancy between student customariness and the field of action for them, which is the origin of anxiety and diminished the quality of school educational life.
