Vocational Education & Training systematization according dynamic systems modelʹs

The main goal of this article is to show the dynamic system for vocational education and training. This goal has been specified to solve the weakness of vocational management in developing countries. It seems this weakness is the result of lack of understanding the dynamic system by managers. The subordinate goal for introducing dynamic model is vocational education and training management. The method of research is comparative study and conducting systematic analysis. Two kinds of structural and behavioral analysis with the help of Causal Loop and Stock & Flow models have been conducted. The result of comparative studies shows that in most of the countries of world, the vocational education and training is done by different ministries, but mostly this duty is under responsibility of the labor ministry and the education ministry. In the countries which have been studied there are meaningful divisions between organizations which offer service and different vocational education and trainings. In these countries both governmental and private sections were activated but mostly the governmental sections were dominated in this operation. So by having a dynamic model, there is possibility to analyze the system for vocational education and training in the desired countries. To simplify the recognition of real system and specifying the optimum points and for management decisions, we can use from this model. The vocational education and training system by using Education policy Maker Factor. can have optimum functions to help distance between rich and poor people.
