A Look at the Afghan Refugees in Iran in Light of Exporting Technical and Engineering Services and Reconstruction of Afghanistan

This article analyses the mutual expectations of major players in Afghanistan aimed at proving that it is in Iranʹs national interest to adopt a positive and technically selective approach towards Afghan refugees so that Afghans who are graduated in Iran play an important role as a bridge between Iranian and Afghan societies and contribute to interconnecting the economies and societies of the two countries and to facilitate Iranian development aides to Aghanistan. This strategy which could called as the "constructive engagement doctrine of the Islamic Republic of Iran toward the neighbours" will contribute to reducing the tensions in Afghanistan and to pave the way for exporting technical and engineering services for reconstruction of Afghanistan.
