Analyzing the influential factors on successful deploying electronic municipality

Municipalities in Iran and other countries (developed and developing countries) are expected to increase their adeptness and efficiency on the digital highway. It is expected that there will be a continual increase in the level of digital services provided by municipalities for members of the public and businesses. Improvements can be made, where required, by focusing on specific success factors. Any number of case studies and models discussed here in this research indicates that projects fail for a number of reasons, and these causes must therefore be investigated properly, if we really tend to see our investments yield the desired outcomes. The long term success of IT projects, particularly electronic municipality, is determined by far more factors than those which are often assumed. On-line applications and their benefits are only one aspect. In fact, there is a whole range of factor such as organizational measures, strategic procedures, qualifications, political support, partnerships and much more. To underline the complexity of these factors, a model was developed in this research which draws together seven factors for success with more than 40 individual sub-factors which must be taken into account in the adoption of electronic municipality. The conceptual components of the model have already been tested for their validity in practice. The basic method of inquiry was gathering data about the basic question through interviews, questionnaires, and review of documents and records. Our analysis included descriptive statistics (mean and frequencies,), and nonparametric tests (Friedman, Wilcoxon, Binomial, Kolmogorov-Smirnov tests). The research examines the current state of e- municipality implementation. Overall, the current state of e- municipality initiative is still very primitive in Tehran municipality. The survey results show that managerial factors are critical success factor in the implementation and development of electronic municipality.
