چكيده لاتين :
The Growth and development of societies depend on productive resources such as
management ,human resources Jand, capital and capital resources among which management and human resources are of high importance. Nowadays, it is believed that the competitive advantages of most countries originate from human resources. And powerful management is responsible for the optimal application of other resources. In contrast with other resources, Human Resources have potentialities of growth development and changes as well as training and knowledge gaining.
By identifying individual and organizational factors influencing human empowerment, they can be very efficient and effective.
Through review of the scientific literature, this paper proposes comprehensive model of individual and organizational factors of empowerment.
It has also used the performance appraisal to identify the necessity of empowerment and considers Mintezberg 10 role Model applying MADM technique. It finally has the extract on the empowerment necessity in the framework of appraisal roles mode
