The Necessity of Developing a National Energy Master Plan for Iran with a View to Reforming Consumption Patterns In a 20 Year Perspective

Today, next to labour and capital, energy is an important factor of production. Thus developing appropriate strategies and policies for optimal utilization of energy, through projecting future scenarios and developing master plans, is very important. This challenge is met through long term energy planning exercises, which are called comprehensive energy plans in Iran. The comprehensive energy plan has a long history in Iran, but is has not been implemented in recent decades due to changes in environmental, technical, socio-economic and political conditions. This article argues for the necessity of implementing a comprehensive energy plan, based on a review of current conditions of demand for a supply of energy in the country. It further defines the key aspects and required levels of undertaking an objective, multi-dimensional, long-term plan that reforms consumption.
