An assessment of changes in total factor productivity in the oil and gas sector using the Tornquist Index

The concept of productivity is used to define optimal allocation of resources for realizing maximum potential production. Productivity is measured either through parametric or non-parametric methods. The current study uses a non-parametric method, namely operations research using the Tornquist Index, to assess improvements in factor productivity in the oil and gas sector of Iran over the period 1338-1384 (1959-2005). Factor productivity has shown an average annual growth rate of 0.46% over the entire period, but the rate of improvement in the first year of the 4th National Development Plan of the Islamic Republic of Iran, 2005, was only 0.21% which is significantly lower than the plan target of 0.3%.
