Strategies for Support Crime-victims in Islamic Criminal Policy and International Documents

The strategies to support crime-victims (particularly those related to voluntary homicide or quasi-deliberate homicide) in Islamic criminal policy and international documents are one of the modern issues discussed in penal code. Having chosen a theoretical approach and an analytic method, the paper aims at explaining the legal position of crime-victims and presenting legal-juristic strategies to support them. The general view of the Islamic penal code is to support crime-victims by strengthening their legal position and compensating their material and spiritual losses through institutions such as aqila (the paternal kinsmen of an offender who are liable for the payment of blood money), aqarib (relatives) and public treasury. Being impressed by the movements supporting crime-victims, the UN has worked out laws to support crime-victims taking measures to implement them. However it has not been successful in practice.
