State and Social Capital in the 20 - Year Perspective

Our Society witnesses a series of extensive scientific and administrative activities at the state level every five years to devise a plan for guiding and implementing construction projects in the country. There is no doubt about the goals of these plans and efforts made by those who are involved in them. But when comparing the achievements and results of theses plans with those of some other countries such as Korea, China and Malaysia, we conclude that all developmental activities are facing problems which prevent the progress. Generally, these problems could be studied in the framework of the formation of "social capital" which is the source of many preventive actions. Social capital involves all the requirements for development. Addressing the theortical and executive social capital as well as explaining its necessities for economic and social development is a subject worth discussing. This discussion makes clear how its management has been realized in the successful countries pursuing development plans. Social capital is one of the several main variables having key role in the process of development. This articale, first, addresses the concept of social capital and different views expressed about it. Then, it explains the relationship between social capital, economic and public interests and political, social and cultural development and finally, studies the role and status of social capital in 20 - year perspective plan and provides some solutions for the formation of social capital by the states.
