Waltz believes that theories are not constructed out of trying to pose the laws, even if it is successful. In Waltzʹ opinion, the construction of theory is an initial task. Therefore, we can determine which phenomenon or event should be explained. Laws identify constant or likely connections, while theories show why these connections are created. Testing a theory before proving its rationality, comprehensiveness, and acceptability will not be useful. When a theory was recognized as logical, comprehensive and acceptable, then the complexity of tests should address its precision and expectations which have been created by it.
