Higher Education Social Development

In the article these issues are discussed: preconditions and prerequisite for creative interaction with internal and external agents need a pattern filled with patience, art, subtlety, and decency of knowledge management, and scientific managers in one dimension and society on the other one. For the elevation of the capacity of agents pre requisites the live and sustainable interaction of academic circles for the growth and propagation of collective thinking and ideas and co-learning under the perspective of cultural impacts and even political events on structure of learning and research methodology, quality of immunity in relation to non-productive procedures to transcend from routine-ness and defensive reaction toward perpetual learning and operation. The development of universities and training of indigenous scientists, inconsistent prerequisites, discrimination, poverty, social alienation, startling jump of prices, torrent migration, crime, decreasing of the "age of social harms and pathology", the lack of health in bureaucracy, and social malfunctions. The most important strategies as recommendation to Council of Cultural Revolutions and related systems such as Ministry of social security, the Organization for social safety, Ministry of science, research and higher education, Ministry of education, Health and medical learning, Ministry of culture and Islamic guidance for strategic interaction for soft strategies (research institutes, universities, and scientific associations) including cases that can be utilized in government legislatures with the provision of Islamic consultative assembly, in the perspective plan of improvement and development strategies of Twenty Year Plan of Iran, an important council such as Council on Cultural Revolution, council for national scientific policy making for Iran. The effect of choice and selection theory, the known approach of critical realism and human action in higher education about the moral and expressive atmosphere of scientific communities are to be considered.
