An Overview of Relationship between Bureaucracy and Democracy

In this study, the relations between bureaucracy and democracy were investigated in the Local Education Authority (LEA) of Urmia. To do so, both qualitative and quantitative research methods were employed. Using participant observation in public places (schools and LEA), analysis of documentary evidences and a survey of opinions among 309 teachers and officials by distributing questionnaires and conducting interviews, the aim of this article was to explore dialectic between bureaucracy and democracy under Islamic state rule after the revolution. Utilisation of Max Weberʹs interpretative sociology was also useful in this research. Adopting the theoretical frameworks of Max Weber, Michels, Etzioni Halevey and Marian Young, the following variables were investigated: Democracy, bureaucracy, attitudes of officials toward democracy and major findings were: a) There were meaningful relations between the above- mentioned variables; b) There were meaningful relations between the officialsʹ attitudes of democracy and the bureaucracy of LEA; c) Weberʹs claim, that bureaucratic secrecy could be a threat to modern democracy, was most confirmed in this research; d) Weberʹs suggestion that democracy would promote the development of rational-legal bureaucracy by its struggle against traditional notables was also confirmed in this research .
