Agricultural or Rural Development? Agricultural Policies, Similarities and Contrasts, in Iran and Japan

Japan with an area upproximately one fourth of the size of Iran and a population approximately twice as Iranʹs has been able to produce most of its agricultural products and place its success in this area as its capital for industialization by use of economic, agricultural and rural policies based on partiotism and productive culture as well as the culture of preferring national interests over the individual interests. But Iran, in spite of enjoying plentiful natural resources, has failed to reach this important goal and even throgh exporting oil and consequently relying on oil incomes has been yet importing agricultural products regardless of the negative consequences and that not only is not self-sufficient in the field of producing foodstuff but also is dependant on the field of industry. In this Article, the agricultural and rural policies of Iran and Japan have been studied and the cultural roots which caused such consequences are considered.
