In this paper, the database of damaged buildings were created based on the earthquake damage survey of Bam Earthquake (2004). The damaged buildings were categorized into six groups including adobe, simple masonry, masonry with steel frame, masonry with concrete frame, steel moment frame, and concrete moment frame. Furthermore, the damage levels of buildings were classified into five types (slight, low, moderate, heavy, collapse) based on European Macroseismic Scale 1998 (EMS98). Then, seismic intensities were estimated in different damaged areas of Bam City. Since adobe and simple masonry buildings (non-engineering structures) were most dominant types of buildings in Bam, which were uniformly distributed in the city, they were used in seismic intensity estimation at different damaged areas. Here, the relationship between estimated seismic intensity and heavy damaged non-engineering buildings was investigated. Finally, damage function for non-engineering buildings was presented.
