Growth and sustainable development of human activities are affected by sustainability level of environmental, economical and social systems. Today, planning for exploitation of resources in order to achieve sustainable development is one of the most important economical, social and environmental issues. The lack attention to this real will result in extinction of natural reserves, wildlife habitats, and cultural heritages which belong to society and all generations. Hence, creating the necessary provisions in order to balance between todayʹs requirements and conservation of national reserves is one the most important task of officials especially the government and parliament. So, establishing sustainable development in country needs law related to development program codified stable development which the successes are based and enforeced. on the completely and thoroughly enforcing of the
codified laws.achieve sustainable development in country and follow regulatory frameworks in fifth principle of national constitution, is trying to adapt the pro-1 cedure of development particularly economic and industrial with environment necessities in order to prevent unsustainable development, in forth development master plan, one of sextet foundations of environment conservation is land use and regional balance. Overall, of 161 articles of forth development master plan, 15 articles are about environment and 14 other articles discuss about necessity of environmental preservation. The procedure shows the movement on a comparatively successful way on connecting environment considerations by developing plan to reach development ordered system of country which appears the strategic and general policies accepted. .
