Today, organizations confron threats from Internal and external elements. From external view ICI, globalization and E-Commerce, and from interonal view employees high expectations self actualization and job enrichment are elements important factors, ownily, efficent and capabey human resource as national wealth and basic property can result in great benefits for organization, economic firms. In this article, at the first step empowerment trend is described and then effective elements for success full empowerment plans pexplained. The, selective strategies along with Indicators were tesred empirically fieid research. Finaly ranked strategies and indicators introduces as a framework for policy makiny.
