The main goal of this research is to state and design the basic factors of the function management model of religious places (specifically studying: Astan Quds Razawi). The researcher has done studies on the subject matter and has then stated the hypotheses. Then, questionnaires and interviews were used as data gathering tools which make this research a qualitative and quantitative one, for 400 people working as councilors, executives, supervisors or experts at Astan Quds Razawi. The research results have shown that the basic factors of the function management model of Astan Quds Razawi are consisted of proclamation, organizational responsibility, strategies, practical planning, individual characteristics of executives and environmental factors (political, economical, social, cultural & technological).
