Evaluating Implementation of Science and Technology Policies in Public and Ministriesʹ Research Centers

The way of designing, organizing and coordinating research activities in the policy making, planning, execution and evaluating stages holds a prominent situation leading to efficiency of national science, technology and innovation system. In accordance with a national law, master policy making and planning office of the president deputy of scientific and technological affairs, has evaluated science and technology policies notified to research institute affiliated with ministries and public organizations and has tried to take steps in the most fundamental layer of the subject regarding research policy making. To evaluate these institutes, self-assessment method have been selected and completed with site survey and semi-structured interviews. In this article, first the theoretical basis has been explained and regarding notified science and technology policies, the method, process and assessment results have been reviewed, then some proposals have been presented for more qualified evaluation.
