Restudy of Impediments to Production of Science in Iran with a Science-Sociology Approach

Scientific development and progress of any nations in subject to programming development and developing strategies for scientific development. Achieving an optimum and stable development is one of the high goals in any country. Development in the sense of qualitative development of a societyʹs transition from one period to another requires creating full-fledged economic, social, cultural, political and technology changes. It is necessary for the same purpose to review policies of development and planning effective and comprehensive policies for development. Science and scientific development are the most essential strategies for realizing the comprehensive plans for development. National development cannot be achieved without scientific development and the science of today is tomorrowʹs technology and development factor. A growing increase in the number of scientific productions and papers in any country is an indication of how well the scientific and research grounds are prepared in that society. Qualitative and quantitative increase in the number of researchers, elite, scientific papers, achievements of scientific ranks and obtaining well-known international scientific awards are modern criteria of production of science. Knowledge, rationality and dynamism in scientific thought and scientific judgments and solving issues by means of science are among the characteristics of societies that are along the path of development.
