Nowadays, information is the indication of power. What places a country at the first, second, or third universal level is the rate of information which a country produces makes available or applies it. The technology of information and communication has been introduced in modern millennium as a dominant technology. Without any doubt, in the process of accepting globalization phenomenon, the countries which have not created the suitable and necessary field and bed for developing technological information and communication, will lag behind the guided and quick globalization movement from the existent situation towards informative society. Now that the effect has been made towards planning and creating solutions for the uses of the technology of information and communication in society, the first decision should be made towards planning and performing the fourth developing program, the aims, and Strategies, so that they help the society to achieve the desirable, sustainable and interactive development along with the consideration of the values and religious beliefs. This article is in with the aim of investigating the challenge which are before government and country for the use of technological information and communication, we have paid to the investigation of descriptive-analytical aspects of development in Iran with regard to the significance of the technology of information and communication and with an emphasis on developing science, influencing and being influenced in an international aspect. In the continuation of discussion it also scrutinizes the power and the capacity of the society in the case of technological information as well as the necessary infrastructure.
At the end of this article, some solutions have been made towards the desirable use of technological information so that, on the one hand, we can be influential towards developing the technologies of information and science at the sensitive condition of the modern world and, on the other hand, be influenced by the positive concept and modern scientific results. With the production of knowledge and scientific information we should be influential in the process of developing information and science.
So, the main question which this research has been seeking to response is that how the role of the technology of information and communication in different aspects of development, especially in scientific and international development of country can be expressed and analyzed.
