چكيده لاتين :
This research is intended to design a suitable model to appraise the performance of Iran police research strategic planning. In this research in addition to performance appraisal models the research appraisal models are particularly criticized and among the current models by simultaneously using the framework of models of BSC AND EFQM the analysis of stockholders and the performance appraisal matrices are carried out and a model is presented that can improve the extendable points of other models. In this model five criteria (dimensions) as empowerment and two criteria as results were introduced. Of these criteria four criteria (dimensions) are intra organization empowerment which includes growth and learning, capacity and research potential, research internal processes and research budgets and one criterion of external empowerment as laws and policies. This model has also two dimensions of stockholder satisfaction and superiority and social effectiveness as its results.
