Disasters and incidents annually in our country cause many noticeably death and financial damage. With regard to the countries position and cities location in the vulnerable points, pay attention to this problem is very obvious. One of the most necessary actions is to performance the doctrine of Crisis management to reduce the venture, preparation, collation, reformation and reclamation. Therefore Crisis management is dynamic process in framework of the trustworthy and correct actions that perform before, ongoing and after the crisis. On the basis of Housing and Urbanism Ministryʹs research in national physical project, 50 percent of urbanite population in country to reside in arena that have most risk of earthquake. Then with attention to the vulnerable position of IRAN in natural disaster (earthquake), and urban vulnerably against the earthquake, the purpose of this paper is identity the methods to reduce vulnerably due to the earthquake, with geography and urban planning tactics with regard to urban management. This research is a usage research and research method is criterion- analytical method. In this research we use the AHP(hierarchical analysis), to divide the urban physical and social-economic vulnerably and also use the analytical method of SWOT, to present the guidelines, policies and actions. In this research used the blower zero and one method to determine the value of every criterion.
